我国气象规划的历史回溯与启示

建国以来，我国先后制定实施了13项顶层的中长期气象事业发展规划，气象规划越来越多地影响国家层面的规划，体现了新时期气象事业的价值所在。不同时期的气象规划带有当时的历史印记，通过文本可以分析气象规划的指导思想、目标、规划的重点领域和重大项目、措施等。气象规划指导思想必须“顶天立地”，顶层设计的核心是抓住关键路线，规划的最终价值体现为工程项目的落实，规范化、科学化是气象规划未来的发展方向，必须加强对科学、技术和体制的预见性研究，提升规划价值。

Historical Review of Meteorological Planning in China and Its Implication

Since the founding of the P. R. China, 13 important medium and long-term meteorological de-veloping programs have been formulated and implemented. Meteorological planning is playing an important role in national planning, revealing the value of meteorological services. Meteorological planning has its historical features, so we analyze the guiding thoughts, targets, and programs in vital fields and important projects through the context. The guiding thoughts of meteorological planning must be “high enough” and “practical e-nough”. The top program should focus on the principle line, while the value of the planning should be reflected by realization of the project. Standardization and scientification will be the targets of future meteorological plan-ning. Research on science, technology and system must be done predictably, so as to improve the value of planning. To summarize the experience of all the successful meteorological planning will be valuable for support-ing future research in the field.
