社会权利视野中我国医疗保险制度发展模式研究

毛泽东时代以来,我国医疗保险制度经历了普享社会权利、削弱社会权利和重赋社会权利三个特色鲜明的历史阶段。基于此,根据医疗保险制度与社会权利主要属性进行纵横维度划分,将医疗保险制度确定为社会权利均等型、社会权利分层型、社会权利差序型和社会权利公正型四种发展模式。为追求社会权利公正型医疗保险发展模式,需要在处理差别化医疗保险制度、避免社会权利内卷化和积极探寻社会权利本土化路径等层面制定相应社会政策。
