论信息化时代的公共危机管理

当前,世界各国政府提出了以行政公开、公共信息的及时透明为核心内容来革新政府的公共行政管理制度。其具体做法:一是澄清认识,走出全能政府独治主义和行政信息由政府垄断保密的黑箱运作误区;二是及时向民众和国际社会公开危机真相与危机行政的有关信息,打破政府处理危机过程的失语状态;三是加强与媒体的沟通与交流,借助媒体强大的信息传播能力稳定公众情绪,消解或减少危机的负面影响。

Timeliness and Openness:the Guideline for the Management of Public Crises in the Age of Informationalization

At present, with the rapid development of informationalization, serious public crises have been happening frequently, which not only affects the future development of human civilization in the 21st century but requires governments worldwide to reform the governmental system of public administration focusing on administrative publicity and timeliness and openness of public information. To be specific, firstly, we should have a clear mind and be free from such malpractices as omnipotent governmental unilateralism and the monopoly of administrative information by the government; secondly, we should make known to the public and international society the truth of crises and related information about crisis administration, break the silence in the process of governmental crisis handling with traditional administrative concepts so as to prevent the damages of rumors and other malicious information; thirdly, we should strengthen our communication with media in handling crisis information so as to learn and control information from various channels, meanwhile, we can reassure the public and reduce the bad effects of crises by relying on media's great capacity of information spreading .
