中国城乡居民收入差距不断扩大的原因及其解决方策

中国城乡居民收入差距自改革开放以来尽管有一定程度的波动,但总体上依然呈现出持续扩大的势头.究其原因,有来自农业产业自然属性方面的原因,有具有城市偏向的政策和制度设计方面的原因,也有一些非正常的因素所起的作用.为缩小中国城乡居民之间的收入差距,应加强政府的财政支农力度,改革户籍制度,推进城乡一体化和农业产业化进程,调整针对农产品的价格政策以及构建城乡居民公平发展的机制等.这是中国政府所面临的一系列现实而又艰巨的任务.

Continuously Enlarged Income Difference Between China's Urban and Rural Residents:Reasons and Suggestions

The income difference between China's urban and rural residents fluctuated to a certain degree since the reforming/opening policy started,but,as a whole,it kept rising continuously.Its reasons were complicated,including the nature of agriculture itself,the town-oriented reform policies and institutional design and some abnormal economic factors.To reduce the increasing income difference,China's government should strengthen the financial support for agriculture,reform thoroughly the household registration system that isolates strictly the identities and rights of rural residents from those of urban ones,promote the urbanrural integration and agriculture industrialization and readjusting the purchase quotas and price of farm produce,especially frame a mechanism allowing both urban and rural residents to develop themselves fairly.These are really the realistic and severe challenges to China's government.
