加强自身建设是村级党组织发挥作用的内在保证

目前在农村,基层党组织的作用没有达到应有的要求,甚至也和党的历史上的其他时期有巨大差距。其原因是多方面的、复杂的。简单地认为乡村干部素质不高、作风不好是片面的。要分析问题的原因,必须从中国农村改革以来,各级领导机关对农村工作的关注程度和了解程度,各级领导干部对农民态度的变化;农村、农民的变化;市场经济与党的领导方法的矛盾,各级领导机关为加快发展而使用的领导方法,采取的发展思路和措施;乡村干部队伍的变化等方面进行分析。

To Strengthen Self-construction Is an Intrinsic Guarantee for Village Party Committee Functions

Nowadays the grass-roots unite of village Party committee does not bring its function into play as proper request, and even has a deeper gap comparing with any other period in history. The reasons are multiaspect and complicated. We should not simply and unilaterally think that village cadres have low quality and bad style of work. If we want to analyze the reasons, we must take the history of rural reform of China into our consideration. We should discuss the problems as the following: concern and understanding level of all-levels leading organizations on village work; changes of attitude of all-levels leading organizations towards villagers; changes of villages and villagers; conflicts between market economy and leading methods of the Party; the leading methods, train of thinking and measure about development of the leading organizations; and at last the changes of village cadre staff.
