| 摘 要： | “三农”问题的实质在于农民的能力贫困,解决“三农”问题的关键在于培育农民可行能力或自我发展能力。建设社会主义新农村必须从培育农民的可行能力入手,提高农民把握和创造机会的能力;培育农民可行能力是建设社会主义新农村的核心。

| Abstract: | Because the essence of the "3F" problem(namely farming,farms and farmers) is the farmers' capability poverty,the key to resolve it is to cultivate the farmers' capabilities.Construction of the socialist new countryside should enhance the farmers' capability to master and create the opportunities.The key to construct the socialist new countryside is to cultivate farmers' capabilities. |
