体制改革:解决中国农民问题的根本出路

进入21世纪,农民、农村与农业问题之所以成为人们关注的焦点,是因为农民收入连续几年下降,并成为制约国内消费需求的主要因素.解决农民问题的关键在于打破城乡二元体制,免除农业税,实行城乡一体的个人收入所得税制;加快完善包括农民在内的社会保障体系,给予农民最低生活保障;彻底贯彻<全民义务教育法>,农村九年制义务教育经费由国家负担.免除农业税,减轻农民负担,增强农民收入,是关系整个国民经济发展全局的重大问题,有利于促进人口、经济、社会的可持续发展,缩小城乡差距,实现国家的现代化.

Key to solving farmers' problems resides in knocking out dual systems between cities and countrysides, excepting from tax on agriculture, implementing the same personal income tax system between cities and countrysides, speeding up social security system including farmers to afford undermost life security of farmers, carrying out "compulsory education law" and expenditure of nine-year compulsory education for countrysides can be supplied by the government so as to promote sustainable development of population, economy and society, to reduce city-countryside gap and realize national modernizations.
