| 摘 要： | 新时期我国提出进行社会建设和社会管理,构建和谐社会的历史任务和执政要求,标志着我国政府职能和执政理念的重大突破。进行社会建设和社会管理,就是要澄明和守护公共性。公共性是社会建设和社会管理的价值坐标。从＂统治＂到＂善治＂,既是彰显政治公共性的历史必然,也反映了进行社会建设和社会管理的政治理念变革。
