重庆农村劳动力有序转移与农民增收的对策研究

重庆市现有农村人口2 300万人,农业劳动力1 300万人,但其中却有400万富余劳动力处于失业和隐性失业状态。转移农村劳动力,解决农民就业问题,既是重庆市农村工作面临的巨大压力,也是重庆市农民增收的潜在优势。要把这种潜在优势变为现实优势,只有通过提高农村劳动力素质,调整农业结构,组织劳务输出和发展小城镇战略,促使农业富余劳动力内部转移、就地转移和跨区域转移,并使之充分就业,这对于我市农村经济的发展和社会的结构性变革都具有非常重要的意义。

The research on orderly transferring of rural labor force and their incomes increasing

Chongqing city has a rural population of 23 million,of which there are 13 million rural labor forces,but among the 13 million there are 4 million under the jobless or would-be jobless.Transferring the labor force and solving their job problems is a great pressure Chongqing rural work is faced with,and it also is the potential advantages for the Chongqing rural labor force to increase their incomes.In order change the potential advantages to the actual advantages,it is only through improving their quality,readjusting the agricultural structure,organizing the labor export and inter-regionally transferring,to let them get a job.It has magnificent significance to the development of our city's rural economy and the structural reform of the society.
