战备物资合同储备模式研究

为提高战备物资保障能力和储备效益，同时降低储备管理成本，提出战备物资协议企业合同储备模式。将合作博弈理论引入合同储备模式中，以保障效益最大化为目标，在总储备量一定的前提下，对军队自储与军地联储两种模式下储备总成本、利润收益分别进行比较分析，得出军地联储合同储备模式下军队应支付给企业的补贴范围。研究表明:战备物资合同储备补贴激励机制具有一定的合理性和可行性，当补贴值在此范围内时，对于军地双方来说，是合作共赢的，实现双方合作后储备成本比合作前降低，利润效益比合作前提高，符合现阶段国家关于战备物资军地联储的发展思路。

Research of War Preparation Material Based on Contract Reserve Models

To improve the performance of war material storage and reduce manage cost of storage, the paper introduces a war preparation material contractors reserve mode. Introducing the game theory into contractors reserve mode, taking maximum benefit as target, on the premise of unchangeable total storage, analyzing the storage cost and margin difference between military storing and Military-Civilian storing, to find out the range of subsidies which military should pay to contractors. Studies show that the mechanism is rational and practical. When the subsidies are in this range, it's a Win-Win mode for both military and contractors, and it achieves the storage cost decreasing and the margin improving, it meets the development direction for the continual and stable development of cooperation.
