基于公共选择理论完善我国行政问责制的几点思考

目前，我国的行政问责制建设已初见成效，但尚存在问责文化滞后、问责法律缺失等问题。公共选择理论以“经济人”假设为理论根基，以“政府失灵”问题为研究重点，分析政府行为低效率的原因，并提出避免政府失灵的对策。在我国同样存在政府失灵、政府部门及官员的经济人行为，所以公共选择理论所涉及的分析角度和方法，可以为我国行政问责制的完善提供有益的借鉴。

Based on the Public Choice Theory Thinking of Perfecting Our Country's Administrative Accountability System

At present, the administrative accountability system construction of our country has paid off, but the accountability cultural lag, the problem of lack of legal responsibility. Public choice theory foundation on the theory of ＂economic man＂ hypothesis, to ＂government failure＂ problem as the research key, analysis the reason of low efficiency of the government behavior, and puts forward measures to avoid government failure. Because under the socialist market economic system in China is also a small number of government departments and the ＂economic man＂ behavior of the individual, and public choice theory of government failure in our country have also been mentioned, that the theory proposed by some analysis method and point of view, could provide beneficial enlightenment, to improve the administrative accountability system, improve and reconstruction.
