宋代义仓论略

宋代继承了隋唐以来的义仓制度,并有所发展。义仓与常平仓、社仓并称为三大骨干仓储,在宋代的救荒活动中发挥了积极作用,对救灾安民、社会稳定做出了不可低估的贡献。在历经了宋太祖、宋仁宗、宋神宗三朝的几个时期的反复置废之后,义仓在宋哲宗时固定下来,并且持续到南宋末年,在宋代存在约200余年。宋代制定了义仓的征收和支用等一系列较为完备的管理制度和法规,旨在保证义仓正常的运行。

Comment the Yi-Cang of Song Dynasty

Song Dynasty inherited the system of Yi-Cang,which had come into being from Sui and Tang Dynasties,and developed it to some degree. Yi-Cang,as one of the three main warehouses parallel to Changping-Cang and She-Cang,played an active role in rescu- ing the victims of natural calamities and contributed a lot to the formation of a steady society. After the repeated abolition in the different stages of Song Taizu, Song Renzong and Song Shenzong, Yi-Cang became a fixed system in Song Zhezong,and lasted till the late years of Southern Song Dynasty,existing for some 200 years altogether in Song Dynasty. Song Dynasty lald down a series of rather complete management systems,the checking of income and expenses,and other warehouse-management laws and regulations, the regulations concerning the collection and use of Yi-Cang,and so on,to guarantee the normal working of it.
