地方政府行政审批程序中存在的问题及对策

为适应加入世贸组织后政府职能的转变 ,目前从中央到地方都在进行行政审批制度的改革 ,但主要集中在减少审批项目 ,缩小审批范围 ,而对审批程序的规范相对薄弱。针对这种情况 ,我们采用了问卷调查与深度访谈的形式 ,对国内一些主要城市的 60多家企业和有关审批部门 ,就行政审批程序方面存在的问题及原因进行了调研分析 ,提出了解决问题的对策建议。可以预见 ,我国行政审批制度改革发展方向必然进一步深化为行政审批程序的合法化、科学化、效能化

Problems and suggestions of Administrative License Procedares

After the entry of WTO,to adapt to the trend that the govemment functions are to be transformed,we are undertaking the reform is comparatively more on reducing the licensing items and narrowing the licensing range than on standardizing the licensing procedures.In view of this situation,we have made investigation and research in the form of questionnaire into the procedure problems,which exist in the administrative licensing field in 60 enterprises and licensing sections in some big cities.We have put forward our suggestions about these problems.It can be predicted that the deepening of reform is legitimization,standardization,and efficiency of administrative licensing procedures.
