对西部退耕还林目标、作用、政策等问题的思考

退耕还林工程是我国正在实施的林业重点生态工程之一。由于陡坡耕地的水土流失对生态环境和农业可持续发展均构成压力，因而退耕还林势在必行。目前，退耕还林工程已经在全国很多地区实施，并取得了显著成效。但是，在工程实施过程中，有关部门不能正确理解退耕还林的真正内涵，出现了一些片面的认识和做法，影响了工程的建设。为保证退耕还林工作的顺利进行，该文就退耕还林的若干问题，如退耕还林的目标、作用、规模、政策以及和其他生态工程的关系等进行了探讨。

Thoughts on Objectives, Functions, Policies etc. in Western Farmland Conversion to Forest

The program of converting farmland into forest is one of the key ecosystem programs implemented in China's forestry. Topsoil losses of steep hillside arable land are serious problems on both ecosystem and sustainable agricultural development and, therefore, the conversion has become a must, which has been carried out in many parts of the country with great success. However, some problems have occurred during the implementation of the program because of some misunderstandings of its true meanings, which has influenced the construction of the program. The paper discusses such key issues in the program as the objectives, functions, scales, policies, and the relationships with other ecosystem programs to assist the smooth implementation of the conversion program.
