| Abstract: | The so-called institutional competitiveness is the competitiveness of political resources. Metropolitan economic circle is not only the distribution center for material resources, financial capital, human resources with endowed geographic, regional, political, and cultural advantages for resource allocation, but is also a place with considerable political or institutional resources. Institutions can not only bring wealth to the society but also increase the cost of social development thereby leading to low efficiency. |
