“球权”是国际社会所固有的属性,它来自主权的让渡和扩大。球权像主权的发展一样,经历了由地区性向全球性转变的过程,表现了强大的生命力和发展前景。主权、“球权”与人权的社会属性,决定了需要从主权正统性和冲突管理的角度去历史地、动态地对其加以把握。当今的时代是国际民主主义反对霸权主义的时代,也是“球权”的时代。“球权”从根本上来说反映的是“权利政治”,这与霸权主义反映的“权力政治”不同,也同国际恐怖主义反映的极端人权手段不同。维护和发展“球权”,就要以平等、公正和信用为原则倡导国际民主主义建立公正合理的国际新秩序

On Administration of Conflicts and Globle Rights

Globle Right, the inherent property of the international community, originates from the release and expansion of sovereignty. Just as the development of the sovereignty, Globle Right , which is undergoing profound changes ranging from regional development to global development, shows its powerful vitality and prosperous future. The social property of sovereignty, Globle Right and human rights makes it necessary to settle disputes on the basis of legitimacy of sovereignty and administration of conflicts. Nowadays, it is an era where the world pursues the international democratism but opposes hegemonism, also is the era of Globle Right. Globle Right, which differs from power politics of hegemonism and from radical means of human rights practised by the international terrorism, essentially reflects power politics. To maintain and promote Globle Right , all countries must abide by the principles of equality, equity and credit, advocate the international democratism, and establish a just and equitable new international order.
