略论新经济政策的实质

新经济政策是列宁在1918年春制定建设社会主义计划的理论原则基础上制定的,旨在平复战争创伤,挽救战时共产主义政策所造成的政治和经济危机。它在农业、工业及商业等方面实行了一系列卓有成效的措施,提高了生产力,使国民经济得以恢复和发展,挽救了苏俄政治经济危机,巩固了新生苏维埃政权,巩固工农联盟,巩固无产阶级专政。但到了新经济政策实施的后期,由于实行了国家工业化和农业集体化,开始排挤资本主义经济成分。随着社会主义经济基础的奠定,新经济政策至1936年彻底消失和中断。

Discussion about the Essence of the New Economic Policy

The new economic policy,which was formulated on the base of the theory of the socialism construction plan proposed by Lenin in the spring of 1918,aimed at helping people to recover from the spiritual scars of the war and to go through political and economic crisis caused by the communistic policy during the war.Based on this policy,a series of effective measures on agriculture,industry and commerce were carried out to improve productivity,to develop economy,and to clear up crisis.And what's more,it consolidated the role of the new-born Soviet government,solidified the alliance among workers and peasants,and strengthened the dictatorship of the proletariat.However,in the later period of the execution of the policy,because of the industrialization of state and the collectivization of agriculture,capitalist sector of the economy was pushed aside.Then,with the solid development of socialism economy,it was not until 1936 that the new economic policy was disappeared and terminated.
