以制度突破强化权力制约与监督

中国共产党十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》对权力运行制约和监督体系的改革作出了重大部署,制度创新成为反腐倡廉工作的亮点。鉴于权力制约与监督工作中存在的主要问题,应着重从三个方面加强制度创新：以科学赋权、程序透明保障决策科学;以＂双重领导体制＂的具体化、程序化和制度化理顺监督体系;以法治反腐和制度反腐共筑权力樊笼,实现以制度突破强化权力制约与监督。

THE USE OF SYSTEM TO BREAK THE RESTRICTION OF INTENSIFIED POWER AND TO EXERCISE SUPERVISION

Decisions of the Central Committee of CPC on Some Major Issues Concerning Comprehensively deepening the Reform adopted by the 3rd Plenary Session of the 18th CPC Central Committee made a significant deployment involving restricting the exercise of power and reforming supervision system so that institutional innovation has become the highlight of anti-corruption work. Institutional innovation can be enhanced from three aspects in view of the major issues concerning power restriction and supervision： to ensure scientific decisionmaking through scientific empowerment and transparent procedures; rationalizing the system of supervision by concretizing, systematizing and institutionalizing the ＂dual leadership system＂ ; combating corruption by resorting to the rule of law and anti -corruption system so as to curb the abuse of power and achieve a breakthrough in strengthening the restriction and supervision of power.
