提高企业劳动报酬比重的难点及对策研究

我国提高企业劳动报酬比重具有很大的空间。过去提高劳动报酬水平效果不明显,主要原因是提高劳动报酬比重特别是提高非公企业劳动报酬比重存在一些难点。为了克服这些难点需要进行政策创新,主要包括重塑工会体制,以保障劳动者的谈判地位,调整农民工的社保政策尤其是养老保险政策,提高最低工资标准,运用政府力量建立剩余分享机制等。
