| 摘 要： | 公共管理理论是特定社会和一定历史发展阶段上的产物,它的出现及应用具有阶段性和区域性的特点,不能跨越时间和空间界限。针对中国特殊的国情和历史发展阶段,中国的公共管理应理性地借鉴西方公共管理理论,通过宏观制度建构、中观组织重构和微观的公民参与三个工具理性,来实现公共利益的价值理性。
