中国招商引资服务效能评价与功能转型研究

本文应用因子分析方法,构建了中国地方政府招商引资服务效能与投资环境评价体系,并对中国东部七个发达城区进行了综合评价.研究表明,服务效能是招商引资活动的第一竞争力,服务质量、服务政策、服务机制、服务体系与服务效果直接决定着招商引资的服务效能.政府与企业评价具有显著性差异,因此,正视服务水平,找出服务差距,实现招商方式转变,是规范中国地方政府招商引资行为与功能转型的发展方向.

Research on Evaluation of Service Efficiency and Function Transformation in the Attracting Foreign Investment of China

This paper builds evaluation systems about service efficiency of attracting foreign investment and the invesument environment by using factor analysis,and presents the comprehensive evaluation results about several developed urban areas in East China.It is concluded that service efficiency is the first competitive force in the activity of attracting foreign investment.And also,the service efficiency is directly determined by service quality,service policy,service mechanism,service system,and service effects.In addition,there are statistically significant differences in the evaluation results between government and enterprises.So,the development direction of normalizing behavior of attracting foreign investment and function transformation for China's local government is facing the service level,finding out the service differences,and implementing the transformation of attracting foreign investment.
