陕西科技优势难以转化为经济优势的原因分析

陕西具有显著的科技教育优势,但经济发展却严重滞后,科教优势始终难以转化为经济优势,其内在原因在于陕西科技知识生产的性质来源和成果结构本身有问题,科技优势实际上是远离生产实际的基础研究成果(论文)的优势、壮国威型的国防科技优势和高校人才资源优势,这些成果和优势本身在很大程度上是很难也不可能转化为当地的经济实力的,解决这些问题的关键是要改善科技知识生产的类型和结构,提高企业的研发能力;加大制度创新与技术创新平台建设力度,促进科技创新与产业化上下游顺畅的互动与联接。

The Internal Causes of the Difficulty in Transforming ScientificAdvantages into Economic Predominance in Shaanxi

Shaanxi Province is characterized by its predominance in scientific research and higher education;however,it is relatively backward economically and this predominance cannot be transformed into economic superiority.The internal causes lie in the fact that certain problems exist in the property,sources and structure of the scientific research results.The scientific advantages are in fact of the fundamental research in the form of dissertations,of the national defense technologies and of the think tank of the colleges or universities.These advantages are to a great extent hard to turn into the regional economic strength.The solution to the problems is to improve the knowledge production types and structure and promote the enterprise research capacity,and to enhance the construction of the platform for system and technological innovations so that the technological innovations can smoothly interact and link with the industrializations.
