| 摘 要： | 在市场经济条件下农业清洁生产能否实现的关键在于经济主体的利益博弈，建立清洁生产的产品市场和要素市场的运行机制，完善市场体系。地方政府对农业生产履行资源配置的职能，表现在对各类市场的干预。基于要素市场的地方政府行为模型，主要分析资金、土地和劳动等要素的资源约束条件下地方政府行为对农户生产方式选择的影响。
