论人性化执法

人性化执法是指执法主体以人为本,依据事实和法律,贯彻实施法律的活动。在坚持科学发展观、构建和谐社会的进程中,我们提倡这种作法。它是执法人员行使自由裁量权的具体体现,但是,执法人员不能用情感代替法律。人性化执法对执法人员的思想素质和业务素质提出了更高要求。
