摘    要:在考虑企业情绪因素的基础上构建政府激励企业节能减排的激励机制模型,分析结果表明:企业节能减排的最优努力水平不同于标准模型下的最优努力水平,如果企业情绪充分大,则政府能够实现较高的均衡努力水平;在激励契约外生给定且企业情绪是对称的情况下,情绪强化企业均衡努力水平;若企业情绪不对称且雅克比矩阵为负,情绪弱化企业均衡努力水平;在政府设定最优激励契约的情况下,政府最优期望收益是积极情绪的增函数,是消极情绪的减函数,即政府从企业的积极情绪中获益,但是从企业的消极情绪中受损。

Abstract:This paper establishes long-term mechanism model for the government to encourage enterprises for energy-saving & emission reduction in considering enterprises’ emotion factor,some conclusions are drawn through the analysis: an emotional enterprise’s optimal effort is different from the effort of non-emotional enterprise,and if an enterprise’s emotion are rather strong,the enterprise will implement a higher effort level on energy-saving & emission reduction.If incentive prizes are endogenously given and enterprises’ emotions are perfectly symmetric,then both positive and negative emotions will enhance the enterprise’s equilibrium effort on energy-saving & emission reduction;if an enterprise’s emotions are not symmetric and Jacobian matrix is negative,then both emotions will weaken the enterprise’s equilibrium effort.If the optimal incentive contract are set by government,the government’s optimal expected payoff will increase in the intensity of positive emotions but decrease in negative ones.
