社会转型期的制度反腐机制研究

反腐败,制度是根本。处于转型期的我国制度反腐,从静态看,不仅已有制度存在着制度自身边界模糊、内容相互冲突等问题,而且缺乏公众对制度普遍信仰的基础;从动态看,制度在实施过程中,人情关系的干扰,"权力"的不当干预,助长"潜规则"盛行,并诱发少数官员的贪欲膨胀。为此,制度反腐需要构建不能贪、不愿贪、不敢贪和不必贪的制度反腐败机制。

A Research on the Institutional Anti-corruption during the Social Transition Period

In China,institution is fundamental in the process of anti-corruption.During the transition period,from the static perspective,not only the existing institution itself has the problem of blurry boundaries and contrary content but also there is no general public faith in the institutional anti-corruption;from the dynamic perspective,the interference of human relations and the improper intervening of power in the implementation process have encouraged the "hidden rules" as well as induced the greed of officials.Thus,the institutional anti-corruption should let the officials cannot corrupt,unwilling to corrupt,dread to corrupt and need not to corrupt.
