| 摘 要： | 影响煤矿安全的因素既有外部因素也有内部因素,对榆林地区乡镇煤矿安全从外部原因中的政府管制方面进行了研究,从煤矿的市场准入、日常监管以及事后处理三个环节揭示政府管制目前存在官煤勾结、管制人员不作为及事后处罚力度太小等问题,通过分析原因,提出引入行政问责制、加大法律处罚力度、改革税收体制、壮大监察力量以及引入群众监督等解决对策。

| Abstract: | The influencing factors of coal mine safety are both external and internal,this study analyzes government control which is one of external factors to township coal mines in Yulin area,reveals its current situations from the steps of market access,the daily supervision and post-processing,such as official and coal collusion,official's nonfeasance and light punishment,then the reasons are analyzed,and finally the countermeasures are proposed,including implementing the accountability system,enhancing punishmen... |
