湖南省14个地级市权力清单编制的实证分析

梳理湖南省14个地级市公布的权力清单，发现存在着权力类型及其所属权力数值相差较大、行政权力数量相差较大、不同公布方式权力数据不一、公布方式不统一且没有及时更新等诸多问题。上述问题的产生既有缺乏统一规划与指导、理论共识不足、观念存在误区、人员配备不足的原因，又有多时不用造成权力遗漏、机构调整造成权力分殊的原因。为此应明确推行权力清单制度的关键所在，从统一标准、依法编制、公众参与、动态管理、健全互联网+运行机制等方面进行优化。

An Empirical Analysis of the Compilation of Power List of 14 Prefecture-Level Cities in Hunan

The list of powers published by 14 prefecture-level cities in Hunan Province was sorted out, and it was found that there were large differences in the types of powers and their subordinate powers, large differences in the number of administrative powers, and different power data were published in different ways of publication, the methods of publication were not uniform and not updated in time.The above problems are caused by the lack of unified planning and guidance, the lack of theoretical consensus, the misunderstanding of ideas, and the lack of staffing. There are also many reasons why power imbalances and institutional adjustments result in power disequilibrium. To this end, the key to the implementation of the power list system should be clearly defined, from the aspects of unified standards, legal preparation, public participation, dynamic management, and sound Internet plus operational mechanisms.
