中央和地方政府的利益博弈关系及对策研究

在社会主义市场经济体制逐步完善的过程中,中央政府和地方政府之间的利益关系呈现出新的景象和趋势:地方政府成为独立利益博弈主体,围绕着对经济管理"责、权、利"的重新定位和分解,中央政府与地方政府也始终进行着利益的博弈。为协调中央与地方政府之间的利益关系应从以下几个方面入手:强化中央政府应有的权威;加强对地方政府的监督与控制;充分调动地方政府的主动性和创造性;明晰中央政府与地方政府各自的职责权限划分,并使之进一步规范化、法制化;各地方政府之间应相互尊重、因地制宜、发挥强势互补的效应。

Research on Interests Game Relation Between Central Government and Local Governments and Countermeasures

In the course of the step-by-step perfection of socialist market economy system, the interests relation between the central government and local governments demonstrates new scenes and trend: the local government becomes independent interests and game subject; around the reorientation and resolving of "responsibility, right, profit" of the economic management, the central government and local governments have been carrying on the game of the interests all the time. To coordinate the interests relation between the central government and local governments, the following countermeasures are suggested: raise the due authority of the central government; strengthen the supervision and control upon local governments; give free rein to the initiative and creativity of local governments; have a clear division of responsibilities and authority between central government and local governments, and make it standardized and legalized; the local governments should respect each other supplement each other by adjusting measures to local conditions.
