迈向多元共治：基层青少年体育公共服务治理共同体的建构与运行——大理州青训营的个案考察

以青训营为案例，运用文献资料、案例分析，探寻基层青少年体育公共服务如何通过治理共同体的建构运行实现多元共治。研究认为，青少年体育公共服务治理共同体是多元共治转型的路径选择。基层青少年体育公共服务治理共同体以公共利益凝聚共识，以政府为主导整合吸纳多元主体，绘制网络结构；依托公共体育场馆构筑集体行动公共空间；通过政府机制引领兜底、利益共享机制激励聚合，以及群众的认同和支持，促成多元主体集体行动持续开展。体育公共服务治理共同体为青少年体育公共服务治理转型提供了积极的理论启示与实践借鉴。

Towards Pluralistic Co-Governance: Construction and Operation of the Community of Youth Sports Public Service Governance at Grassroots Level --a Case Study of Dali Youth Training Camp

Taking the youth training camp as a case, using literature and case analysis, this paper explores how to achieve pluralistic co-governance through the construction and operation of community governance for grassroots youth sports public services. The research holds that the youth sports public service governance community is the path choice of multi-governance transformation. Grassroots youth sports public service governance community with public interests to build consensus, government as the leading integration to absorb multiple subjects, draw the network structure. Relying on public sports venues to build collective action public space, through the government mechanism to guide the bottom line, the benefit sharing mechanism to encourage aggregation, as well as the recognition and support of the masses, to promote the sustainable development of collective action of multiple subjects. Sports public service governance community provides positive theoretical inspiration and practical reference for the transformation of youth sports public service governance.
