人类命运共同体视域下全球减贫治理的中国方案与实践路径

近年来，随着联合国《2030年可持续发展议程》的实施及中国千年绝对贫困的消除，全球减贫事业进入新阶段。但世纪疫情、地区冲突、气候变化等因素交织叠加导致全球减贫治理陷入多重困境。具体表现在：动力维度上，全球发展受阻导致减贫动力不足和赤字增长；制度维度上，新矛盾新挑战凸显边际效益递减下的“贫穷陷阱”和减贫机制失灵；空间维度上，社会动荡和信任赤字交织加剧全球减贫治理风险。人类命运共同体理念作为中国向世界提供的新型治理观，为全球减贫实践提供了更具时代性与世界性的思想支撑和实践蓝图。据此，中国应进一步深化全球减贫脱贫合作，继续同国际社会一道坚持共商共建共享原则以凝聚减贫合力，积极落实全球发展倡议以革新减贫机制，引领共建“一带一路”平台以打造减贫责任共同体，从而推动全球减贫治理走出困境并向纵深发展。

Global Poverty Reduction Governance From the Perspective of A Human Community With Shared Future:China’s Solutions and Practice Paths

In recent years,with the launch and implementation of the UN 2030 Agenda for Sustainable Development and the elimination of China’s millennium absolute poverty,the global poverty alleviation has entered a new stage.However,the confluence of COVID 19,regional conflicts,climate change and other factors pushed global poverty alleviation into multiple dilemmas. In terms of the dynamic dimension,the arrested global development is causing momentum slows and deficit growth;in the institutional dimension,new challenges foregrounds “poverty trap” and mechanism failure under the marginal benefit decrease;in the spatial dimension,the confluence of social unrest and trust deficits fueled the risks of global poverty reduction and governance. As a new concept of governance provided by China to the world,the concept of a community with shared future for mankind is presenting more contemporary and worldwide ideological support and practical blueprint for global poverty reduction practices.In this regard, China should actively deepen global poverty alleviation cooperation,adhere to the spirit of extensive consultation,joint contribution and shared benefits to unite the synergy of poverty reduction,implement the Global Development Initiative to innovate the poverty reduction mechanism,jointly build the “Belt and Road” to create a community of responsibility for poverty reduction,and promote global poverty reduction governance to get out of the predicament and develop in depth.
