| 摘 要： | 由于分灶不分家、地方不发债的财政背景,我国的市政债是以地方企业债的形式发行的。本文试图从福利分析、非对称信息、投资风险管理三个方面论证市政债,而不再是国债或收费基金,应该成为基础设施融资主渠道。在证券市场已经建立的条件下,利用市政债为基础设施融资是最有效率的方式。

| Abstract: | Against the Chinese background of fiscal decentralization within one government,local public finance is supported by the assignments of central and local taxes, and theoretically balanced after the grants allocated.Municipal bonds are issued in China in the name of the state owned-corporate bonds.In this paper, the municipal bonds are defined as the main streams of future financial instruments for the construction of infrastructure instead of treasure bonds or specialized fund collection.The discussion consists of the analysis of social welfare,asymmetric information and investment management.With established equity market,the municipal bonds will offer the most efficient infrastructure financing instruments. |
