我国发展循环经济过程中政府激励机制之构建

循环经济以其对环境保护的重要贡献成为我国经济增长方式转变的必然选择,但由于其效益的长远性,使企业和消费者缺乏实施的内在动力,需要政府的积极引导和大力推进。政府发展循环经济有两个模式,强制模式和激励机制。论文探讨了政府激励机制,即政府运用财政、金融、价格等经济手段和行政奖励、环境标志政策、押金返还制度等非经济手段,建立激励机制,引导和鼓励市场主体走循环经济之路。

The Construction of the Government's Incentive Mechanism in the Developing of Cyclic Economy

Cyclic economy is the inevitable choice of China's economy developing model because of its important contribution to the environment protection,however,not every enterprise or consumer can put into effect because of the long-range interest,it needs the government's positive lead and powerful push.There are two models when the government develops the cyclic economy: one is the compulsive mechanism,the other is the incentive mechanism.This article mainly discusses the government's incentive mechanism.The government uses the economic measures such as public finance,price and the non-economic measures such as administrative reward,environmental mark policy,deposit system and so on to construct the incentive mechanism and lead the people to the road of the cyclic economy.
