社会问责刍论

社会问责是对行政问责的深化和发展,具有建构前瞻性公共行政、提高社会自我治理水平、推动政府与社会良性互动的积极功能.当前我国社会问责存在主要不足有:问责法律不健全,问责程序化程度不够,问责对象和问责范围不明确,问责配套制度的不完善.构建社会问责的对策是:发挥政府和社会的协同作用,培育公民社会鼓励公民参与,培育和塑造积极的问责文化,加强社会问责制度的建设.
