| 摘 要： | 党的十六届四中全会提出:“形成全体人民各尽其能、各得其所而又和谐相处的社会,是巩固党执政的社会基础、实现党执政的历史任务的必然要求。要适应我国社会的深刻变化,把和谐社会建设摆在重要位置,注重激发社会活力,促进社会公平和正义,增强全社会的法律意识和诚信意识,维护社会安定团结。”为了增加社会公平,促进社会稳定,加快政治文明建设的脚步,使社会主义社会更加健康有序地运行,我们必须切实解决少数人群体问题,为和谐社会创造稳定的社会环境,使整个社会呈现和谐相处、充满生机活力的局面。
