比部郎始现于魏晋,隶属于吏部尚书,职掌不明;南朝时期隶属于吏部尚书,主法制;北魏、北齐时期隶属于都官尚书,其职掌除继续主法制外,增加了勾检职能.隋朝继承北朝之制,比部侍郎隶属于刑部尚书,其职掌有向专职勾检转变的趋势.比部郎中的变化原因是尚书省内部机构的调整和职权的专业化.比部郎行使勾检职能,客观上能起到考课官吏的作用.

Transformation of the Affiliation Relations and the duties of Court Gentleman of the Bureau of Review from the Wei and Jin Dynasties to the Sui Dynasty

The Bureau of Review first appeared in the Wei and Jin Dynasties,with no specified duties,affiliated to the Ministry of Official Personal Affairs.In the Southern Dynasties,it remained affiliated to the same ministry,but began to superintend legal affairs.In the Northern Wei and Northern Qi Dynasties,it became affiliated to the Ministry of Chief Administration and began taking charge of the duty of examination in addition to legal affairs.The Sui Dynasty inherited the system of the Northern Dynasties,putting the court gentleman under the Ministry of Punishments and began to concentrate its function on professional examination.All this transformation reflected the institutional adjustments and the specializing tendency of power.The court gentleman peformed the function of examination played an objective role of evaluating government officials.
