During the past decade, enterprises were gradually not controlled directly by the government and supplying products for the market were no longer the responsibility of the government but the responsibility of private enterprises in many countries. In matching up to such a variation, new regulatory measures dominated by the governmental departments or some professional agencies were put forward, which mainly included the cost of service regulation, price cap regulation and sliding scale regulation.
