民族自治地方政府的属性分析

作者认为民族自治地方政府具有民族性、政治性与公共性三大属性，其中：民族性是通过发展民族关系、自治机关民族化、自治权以及政府过程等方面反映出来；政治性与民族性结合，在处理民族政治关系和构建民族政治秩序中表现出来；公共性与民族性融合，通过管理主客体、公共权力、价值取向和公共利益等方面体现出来。民族性是最为突出的属性，是政治性、公共性的内核，民族自治地方政府的属性是民族性、政治性、公共性的统一。

Analysis on Attributes of the Governments in Ethnic Autonomic Areas

The author analyses the attribute of local governments of ethnic areas, and considers that their nationality is reflected in the process of developing the relationship of ethnic groups, nationalization of autonomous government, self-governing authority and the government. The combination of political nature and nationality is reflected in the process that people resolve the relation between the ethnical politics and economy, and construct the ethnic political order. The unity of the publicity and nationalization is reflected in managing the subject and the object, public authority, values and public interest. In the end, the nationality is outstanding attribute of the governments in ethnic areas, and is core of polity and publicity, the attribute of the governments of the ethnic areas is the unification of nationality, polity and publicity.
