西部地区国家级开发区发展阶段划分与特征分析

西部大开发战略实施十周年和西部13个国家级开发区建设十多年来，西部及少数民族地区的国家级开发区积极吸引和利用外商投资，对所在地区的经济发展起到了示范和促进作用。作者将西部及少数民族地区的国家级开发区吸引和利用外商投资的发展历程归纳为三个不同的发展阶段，分析了西部及少数民族地区的国家级开发区自改革开放、实施西部大开发战略、我国加入世界贸易组织、两次金融危机到现阶段不同的发展特征，对于进一步发展西部及少数民族地区的外向经济，并使其实现可持续性发展，以及制定西部大开发第二个10年发展战略具有一定的现实意义。
