我国助学贷款制度发展历程及对策建议

助学贷款制度是高等学校学生资助体系的重要组成部分,是大学生资助中最主要的资助方式。助学贷款制度在其发展过程中存在政府资助资金不足、助学贷款资助标准同一化、担保机制不健全、还款机制欠缺、学生身份识别制度不完善和个人信用体系不健全等问题。在此基础上提出了创建公平的贫困生身份识别制度、改善现有助学贷款资助标准同一化问题,完善助学贷款制度担保机制,加大助学贷款制度资金投入,提高贫困生还款意识与观念等完善助学贷款制度的一系列建议。

The Course of Development and Suggestions of the Loan System to Give Financial Aid to College Students in China

The loan system to give financial aid to college students is an important component of the financial aid system for college students,and also the main method to give college students financial aid.A detailed overview and analysis of the current loan system to give college students financial aid was made and the problems which were found in the process of implementing the loan system to give college students financial aid were deeply exposed.These problems are about the loan system which exists in its own mechanisms,weak support,poor environmental mechanisms,and so on.Suggestions were made to ameliorate the loan system to give college students financial aid： creating a fair system for poverty-stricken student identification,reforming the current student-oriented loan mechanism which gives financial aid and subsidy in a too stiff way,perfecting the warranty mechanism for students to get loans,increasing capital commitment to the student-oriented loan system,strengthening the poverty-stricken students＇ sense of repayment,and soon.
