| 摘 要： | 在全国一届人大召开前,全国各地普遍召开了地方各界人民代表会议.为了开好这个会议,毛泽东发出一系列重要指示,精辟论述了地方各界人民代表会议的性质、意义和作用,提出了正确的指导原则和具体要求,统一了全党的思想.地方各界人民代表会议的成功实践,对于建国初期革命和建设事业的发展发挥了巨大的作用.

| Abstract: | Before the first National People's Congress,local People's congres at all levels were held. Mao Zedong issued a series of importemt directions, stating its nature, significance and function, rassing correct principles and requirements ,therefore, unifying the thought of the whole Party. Successful practice ensured the development of the country's revolution, and construction at the time. |
