统筹城乡发展评价及其政策建议

建立城乡统筹发展评价体系来量化评估全国和各地区城乡统筹的发展状况。结果表明：城乡统筹发展整体水平不高，省市区之间不平衡问题突出；区域间差异显著，区域内差异较小；经济发展水平与城乡统筹度具有明显的正相关性。目前我国城乡统筹水平较低，实现城乡统筹发展，需建立和完善推动城乡统筹发展的各类制度；转换政府职能；建立健全推动城乡统筹发展的组织保障体系。

The Development Evaluation on Urban-rural Coordination and Its Policy Recommendations

This paper aims to quantitatively evaluate the developing situation of urban-rural coordination in overall and each area of China through establishing development evaluation system.
