| 摘 要： | 本文深入分析北京承接国际软件外包发展的现状,在对大量企业调研的基础上,归纳出北京承接国际软件外包的模式以及因此给地方经济发展带来的贡献。提出北京应该将承接重心定位在软件研发和软件市场开拓两个高端环节,采取有针对性的政策措施,解决现实产业发展中存在的制度层面问题,促进各种要素资源流入这两个环节,实现良性发展。

| Abstract: | Based on a great of enterprise research,the paper summarizes the international software outsourcing undertaking models in Beijing and the contributions it has made to the development of local economy.It proposes that the software research and developing and software market developing should be the central positioning of the undertaking in Beijing.And then solves systematic problems and promote all kinds of factor resources flowing to these two sectors in order to realize virtuous development. |
