合作治理嵌入农村内源性环境污染治理分析

现阶段农村内源性环境污染日趋严重.在农村内源性环境污染治理过程中存在村民自主治理和传统的政府干预治理范式,但是这两种范式已经不能有效地治理农村内源性环境污染问题.合作治理作为农村内源性环境污染治理方式具有其理论依据和逻辑契合点.因此,"政府-引导-农民行动-村委会沟通"的合作治理模式应该成为农村内源性环境污染治理的趋势,从而实现美丽乡村和宜居乡村建设.

Embedding Cooperative Governance into Rural Endogenous Environmental Pollution Control

At present,endogenous environmental pollution in rural area is increasingly serious.Villagers' autonomous governance and traditional government intervention are the two paradigms often used to curb the pollution.They,however,cannot function effectively any longer.To improve rural endogenous environmental pollution through cooperative governance has its theoretical foundation and there is a logic agreement in between.Therefore,cooperative governance "guided by government,participated by peasants,and managed by village committee" should become the future trend in the pollution control so as to achieve the construction of a beautiful and livable countryside.
