日本核不扩散政策的悖论

日本政府在坚持核不扩散立场的基础上,积极寻求在国际核不扩散领域的领导地位。“无核三原则”、《原子能基本法》以及《核不扩散条约》是日本核不扩散政策的三根支柱。但由于美国为日本提供的前沿核威慑、日本的核能政策以及日本国内日益增多的“核武装论”,使得建立在三大支柱基础上的日本核不扩散政策缺乏说服力,日本的核不扩散政策因此难以达到它预期的效果。在新的变动的安全环境中,本来就存在不确定性的日本核不扩散政策又遇到了新的挑战,日本坚持核不扩散的立场因此有可能发生转变。

The Paradox of Japan's Nuclear Non-proliferation Policies

Upholding the ground of nuclear non-proliferation policy, the Japanese government actively pursues the leading role in the field of international nuclear non-proliferation. However, Japan's nuclear non-proliferation policies lack persuasive force because of the following three factors: the frontline nuclear deterrence provided by the U.S.A., Japan's nuclear energy policies and the increasing discussion of "nuclear armament" in Japan. So, it's possible that Japan will change its stance on nuclear non-proliferation.
