湖北民族地区经济社会发展的法律保障机制研究

构建和谐社会是我国新时期进一步改革发展的重大战略思想和重大战略任务。然而，由于种种原因，湖北的“一州两县”在社会经济等各方面的发展，远远落后于湖北其它地区，从统计资料来看不论是GDP的总量还是人均GDP、不论是城镇居民的可支配收入还是农民人均纯收入、城乡人均储蓄都要比全省平均水平低。“一州两县”是湖北贫富发展差距的重要一极，已成为阻碍构建和谐湖北的一个重要因素。从法律的视角入手来研究构建和谐湖北，要充分发掘和利用民族地区的政策、法律资源，通过制度创新来寻求加速发展民族地区社会经济的法律保障机制。
