| 摘 要： | 党的干部是党的事业的骨干,是我们国家政治、经济、文化、社会生活的领导者和组织者。党的执政能力建设要体现在每一个干部的执政能力上来。“五种能力”构成了党的执政能力的基本方面,是加强党的执政能力建设的重点任务,是领导干部提高领导和执政素质的基础。

| Abstract: | As the backbone of the Party' s undertaking, the carders of our party are the director and organizer of the politics, economy, culture, and social life of our country. Their governing capacity is the embodiment of the Party' s capacity in that aspect. Forming the basic aspect of the Party's governing capacity, the "Five Abilities" are the key point for the strengthening of the Party's governing capacity, and the basic point for the improvement of the carders' leading and governing abilities. |
