| 摘 要： | 管制经济学传统的研究模式通常假设管制者能获得有关管制对象的一切信息 ,这与实际情况明显不符 ,最终导致传统研究成果极少能用于实践。标尺竞争 (Yardstickcompetition)的管制理论 ,它从多个地区性垄断企业获取信息的方式 ,在一定程度上改善了管制者与被管制企业的信息不对称。中国的自然垄断产业如自来水业、煤气业、电力业等大多具有地区性 ,其管制体制存在严重问题 ,标尺竞争管制无疑是替代传统管制方式的最优选择。

| Abstract: | Traditional research of Regulation Economics has little practical value because it cannot reveal every aspect the economy under regulation. In this paper the author introduces the Yardstick Competition, a new theory on regulation and discusses its application in China's several economic fields that are currently under monopoly. |
