Modem Public Newspapermen and the Formation of Consensus in Qing Dynasty

This article focuses on an important node of the late Qing Dynasty reform history.By carding the public opinion of business war in its phases of buding,growing and forming,we analyze its constructing course of localiza- tion,operation,and the legalization,review the function that morden newspapermen have taken,and the contribution they has made to this polictial and enconomic reform.
