加强基础产业建设,进一步扩大内需

“过剩经济”现已成为制约我国经济增长的桎梏,为此, 国家采取了种种措施,以扩大内需, 但却收效甚微;若将人民币贬值,又因牵涉面太大而难以实施。当前基础产业尽管在表面上存在“过剩”现象, 但实际上是供给不足。要进一步扩大内需,通过实施积极的财政政策, 进一步加大对基础产业的投资力度, 以全面启动市场,恢复经济。

Strengthen Base Construction and Expand Internal Demand

“Surplus economy” is becoming a big obstacle to further growth of our economy. In order to solve this problem, the government has taken kinds of measures , but has had little effect. If the government depreciates “RMB”,a lot of difficulties will arise. Because the devaluation of “RMB” will involve many fields. Superficially there is a kind of phenomenon of surplus in the base industry, but , in fact, supply is not really sufficient .This paper holds that positive financial policy be carried out and investment in base construction be s trengthened so as to further stimulate internal demand, expand market and restore economy.
